The Queen of Sheba (1921)

IMDb: The Queen of Sheba (1921), with the comely Betty Blythe. The "trivia" section has:

"Only a few provocative stills featuring a mostly bare-breasted Betty Blythe are known to exist from this film."

New York Times review.

The Queen of Sheba (1951)

Amazon. The Queen of Sheba (1951). Amazon reviewer describes Eleonora Ruffo as "scene-chewing."

Rotten Tomatoes. Not much yet.

Solomon and Sheba (1959)

Amazon. Solomon and Sheba (1959).

Reviewed by the United States Conference of Catholic Bishops. A "thin gruel" with a "soapy plot, wooden acting and … a ludicrous pagan orgy."

IMDb: Solomon and Sheba (1959). Yul Brynner mixes it up with Gina Lollobrigida. Reviewer writes:

"This movie suffers of being over-the-top and high-brow while really nothing more than an extended drama about King Solomon and his love for the enemy the Queen of Sheba."

Rotten Tomatoes. One review, in Spanish.

Solomon and Sheba (1995)

IMDb: Solomon and Sheba (1995). Television show with Halle Berry. Yes, Halle Berry. IMDb reviewer pans it utterly. Even though this happened in 1995 and involved Halle Berry (!), I haven't found anything else substantial. What's up?

Italian sword-and-sandals

IMDb: La Regina di Saba (1952), "The Queen of Sheba" in the U.S. Judged a "Sword and Sandal effort with tepid results"

IMDb: Ercole e la regina di Lidia (1959). When released in the United States, the Queen of Lydia became the Queen of Sheba. The former is a real story; the latter is like having Solomon meet Eurydice. The title "Hercules Unchained" was also used. An Amazon reviewer describes it as "One Man, One Beard... Whole lot o servant girls."

IMDB: Le Verdi bandiere di Allah (1964). "The green bandits of Allah" became "Slave Girls of Sheba" in the U.S.

IMDb: Nel segno di Roma (1959). Drama about Zenobia of Palmyra literally "the Sign of Rome," became "Sheba and the Gladiator" in the USA. This is a pattern!

Other movies

IMDb: The Queen of Sheba Meets the Atom Man (1963), but not finished until the 1980s.

IMDb: Haring Solomon at Reyna Sheba (1952), a Tagalog movie.

IMDb: Hazreti Sleyman ve Saba Melikesi (1966). Turkish movie. Here's a page on a Turkish site.
