One substantive result of women serving in government is that they often encourage and appoint other women to serve as well.    Representative Millicent Fenwick was especially effective in this respect because of her high profile in the popular media.  Fenwick is pictured here, in 1982, with a student intern in her office.  Fenwick served in the U.S. Congress from 1974 to 1982.  The pipe-smoking grandmother so captured the public imagination that she served as the model for Lacey Davenport, a character in the nationally syndicated satirical cartoon strip entitled, "Doonesbury".
