In a major demonstration of the role
Naval Reservists now
play in the Navy under the Total Force
Concept, four Pacific
Fleet destroyers return to their west
coast homeports today
from the Western Pacific completing an
historic training
cruise called CHARGER SURFPAC 1-73. USS
KEAN (DD-784),
homeported in Long Beach, California; USS
SOUTHERLAND
(DD-743), homeported in San Diego,
California; USS WILTSIE
(DD-716) and USS CARPENTER (DD-825),
homeported in San
Francisco, California departed Seattle,
Washington, the 16th
of June with reservists from most of the
states west of the
Mississippi embarked. In the next 2.5
months, these ships
visited Adak, Alaska; Yokosuka, Kure, and
Sasebo, Japan;
Kaohsiung and Keelung, Taiwan; Hong Kong;
Guam; Midway
Island; and Pearl Harbor, Hawaii. More
than 1000 Naval
Reservists participated, receiving
significant training in
SEVENTHFLT operations, and naval
exercises with friendly
foreign navies involving some 25 ships
and aircraft. A unique
feature of this cruise was the airlifting
of new groups of
reservists to the ships on their
departure from the Western
pacific, Rear Admiral John Kern, USN,
Commander
Cruiser-Destroyer Force Seventh Fleet,
told the ships,
"Success of CHAGER SURFPAC 1-73 has
set the precedent for
future cruises and has established a
record that will be hard
to beat," The four destroyers that
participated in this first
mass employment of reservists in
SEVENTHFLT theater of
operations are under the overall command
of Rear Admiral Mark
Woods, USN, Commander Cruiser-Destroyer
Force U.S. Pacific
Fleet. USS MCKEAN is commanded by
Commander J.L. May, USN;
USS SOUTHERLAND is commanded by Commander
P.S. RODER, USN;
USS WILTSIE is commanded by Commander
C.T. O"NEIL, USN.
Assistant Secretary of the Navy Joseph T.
McCullen visits USS
SOUTHERLAND. The one Navy concept
strengthened October 17th
as Joseph T. McCullen, Jr., Assistant
Secretary of the Navy
for Manpower and Reserve affairs visited
the San Diego based
destroyer USS SOUTHERLAND (DD-743).
McCullen, in town to address the Naval
Reserve Association
convention, discussed the value and
application of reservists
in today's Navy while on board. On top of
the list of topics
was the amount and success of training
that reservists
receive on ships specifically assigned to
that task. Vice
Admiral Damon Cooper, Chief of Naval
Reserve; Rear Admiral
Mark Woods, Commander Cruiser-Destroyer
Force Pacific; and
Captain C.V. Wilhoit, Commander Destroyer
Squadron 27
(Reserve) also briefed McCullen on
current reserve training,
manning and morale.
The One Navy concept integrates the
training needs of the
"weekend" reservist sailor with
the needs of the ship and the
fleet to provide maximum benefits for
both. SOUTHERLAND's
recent return from the summer deployment
of selected reserve
destroyers to the Pacific Far East
highlighted the growing
success of the One Navy concept.
Four destroyers succeeded in training
hundreds of reservists
while maintaining training and
operational commitments for
the fleet. Every two weeks some 75 to 100
new men would be
sent to each ship to start the process
over again. Both the
response received and the results
achieved indicated that the
average naval reservists were
enthusiastic about their duties
and had pride in their jobs.
McCullen was further briefed on the One
Navy concept as it
applies to unifying the
"weekend" reservists with the "full
time" sailors that serve aboard
SOUTHERLAND. Every effort is
made to incorporate the reservist into
regular ship's
routine, including supervisory and
managerial jobs. "The
reservist of today wants a meaningful and
responsible job
when he comes aboard," said
Commander Peter S. Roder,
SOUTHERLAND's commanding officer.
McCullen is a newcomer to the Navy
establishment, being
appointed to his present post from his
job as staff assistant
to the President. The 38 year old management
consultant is
working hard determining the manpower and equipment
readiness
of the fleet reserve. Among recent
innovations in the reserve
community to increase readiness are
consolidation of the air
and surface commands and turning over
many active duty jobs
to reservists. On SOUTHERLAND, the
reservist has many duties
that are done each month solely by
himself. This unified One
Navy concept is going far in getting more
highly qualified
reserves to stay in the service. McCullen
said that he hopes
to eventually have about 80 per cent of
the fleet reserves
serving in ships like SOUTHERLAND. About
20 per cent of
today's reserves have billets in reserve
training ships.
Following the briefing McCullen was given
a tour of the ship
and had an opportunity to discuss life on
board with men
throughout the ship.

USS SOUTHERLAND 1974 Documentary Annex
USS SOUTHERLAND and USS HOLLISTER transit
with HMS JUPITER.
During her transit to San Diego,
California from Pearl
Harbor, Hawaii, her majesty's ship
JUPITER with Prince
CHARLES of England onboard as the
communications officer was
escorted by USS SOUTHERLAND (DD-743), and
USS HOLLISTER
(DD-788), two Naval Reserve Force
destroyers of Destroyer
Squadron 27. During the transit the three
destroyers
participated in a full range of exercises
including surface
and air gunnery, Multi-ship ASW,
maneuvering and tactical
exercises.
Before the transit started HMS JUPITER'S
officers were hosted
onboard SOUTHERLAND by Captain C.V.
WILHOIT, Jr., Commander
Destroyer Squadron Twenty-Seven. During
this meeting many of
SOUTHERLAND's and HOLLISTER's officers
had a chance to meet
Prince Charles. The next day several
SOUTHERLAND and
HOLLISTER officers were given tours of
JUPITER by their
counterparts on the British ship.
Once underway, officers and men of all
ships were transferred
via highline, boat and helo to give as
many as possible the
benefit of studying the ways of each
other's navies. That
Sunday men from all ship's were hosted to
join in playing
cricket, volleyball and deck hockey
onboard the JUPITER.
During this day the men were given beer,
dinner and the
opportunity of meeting Prince Charles. I
(Richard Anderson;
Andy) was given this opportunity. Anyone
knowing of other
shipmates who was involved in this day
please advise. Also I
would appreciate any one having pictures
of this day to
include them.

ROSE FESTIVAL PORTLAND OREGON
On June 10, 1974, USS SOUTHERLAND
(DD-743), USS MCKEAN
(DD-784), USS HIGBEE (DD-806), USS
HENDERSON (DD-785) and USS
HOLLISTER (DD-788) were involved in a two
week midshipman
training cruise to Portland, Oregon,
during the Portland Rose
Festival.
Portland is much more than just another
port visit for Naval
ships during Portland's Rose Festival in
June. This year the
SOUTHERLAND hosted the Rose Festival
Queens and Captain JOHN
RODOCONACHI, Commander, Canadian
Destroyer Squadron 2 at a
ceremonial breakfast party on June 15.
The Rose Festival
provided outstanding entertainment and
unforgettable events
for the entire crew during liberty hours.
4800 civilians
toured SOUTHERLAND during her inport
period and guest cruises
were conducted from Astoria up river to
Portland and return.

VISIT MAZATLAN MEXICO
The USS SOUTHERLAND (DD-743) (COMDESRON
Twenty-Seven
embarked) and USS CARPENTER (DD-885)
proceeded on a scheduled
cruise 02-13 December to Mazatlan,
Mexico. The mission was to
advance the state of readiness of both
SOUTHERLAND and
CARPENTER, maximize recruiting/retention
and training of
embarked reservists.
During SOUTHERLAND's inport period in
Mazatlan, the command
made courtesy calls on the Mayor of
Mazatlan, Mexico, Rear
Admiral Enrique Arce SUAREZ, Commander of
Naval Sector
Mazatlan, Sinaloa, Mexico, Captain de
Carbeta Jose Munoz MIER
Liaison Officer, Naval Sector, Mazatlan,
Mexico and the
American Consulate, Mr. Robert Prieto.
All of the above
officials were hosted to a formal
SOUTHERLAND wardroom dinner
on Saturday 7, December honoring Mexico.

ABSTRACT OF ENCOUNTER WITH GUITARRO (SSN-665)
Situation:
TU35.7.1 consisting of USS HOLLISTER
(DD-788) and USS
SOUTHERLAND (DD-743) were transiting from
west coast CONUS to
Pearl Harbor conducting reserve training
with selected
reservists embarked. GUITARRO (SSN-665)
was transiting from
Pearl Harbor to San Diego, California and
was under strict
emcon requirement.
Mission:
The surface units were assigned an
exercise search and
destroy mission conducting
surface/sub-surface ASW encounters
whenever appropriate opportunities
occurred employing optimum
passive/active techniques to detect and
attack "hostile"
submarines. The submarine was assigned as
ocean clearing
mission with orders to attempt to close
and attack the
surface units before being detected and
attacked. Probability
area, time period for the intercept and
vulnerability area
were provided to allow for a greater
tactical "free play."
Exercise weapons were not authorized.
Summary of Encounter:
Since a sturgeon class submarine is very
quiet, it was highly
improbable that a surface ship or VP
aircraft could detect
USS GUITARRO unless she would come up
above the layer.
Therefore HOLLISTER and SOUTHERLAND
decided to enter the area
widely spread with emcon set and ships
sonars in the passive
mode. In addition the ships used radical
course changes,
turncount marking and single screw
operation to prevent or
deter early or accurate classification.
VP's gained possible
submarine contact prior to the
submarine's detection of
SOUTHERLAND and HOLLISTER, but,
re-evaluated their contact as
non submarine. Initial contact was
acquired by HOLLISTER
during a random portion of the active
sonar time sharing
plan. The contact was located between
HOLLISTER and
SOUTHERLAND. Upon contact, HOLLISTER
notified the VP aircraft
and SOUTHERLAND and conducted a simulated
attacks as did USS
GUITARRO. Sonar contact was lost several
times but always
regained. When exercise was concluded,
GUITARRO was released
to continue its transit and the aircraft
to continue
exercises independently, HOLLISTER and
SOUTHERLAND continued
their transit to Pearl Harbor.

USS SOUTHERLAND 1975 CHRONOLOGY ANNEX
The basic objectives of the Ship
Mobilization and Operational
Readiness Evaluation (SMORE) were to
measure and compare the
capability of maintaining operation
readiness among four
manning configurations: full manning;
80/20; NRF 35/65. Since
the FRAM I class was the only ship which
met all four of the
manning requirements it became the major
basis for SMORE
evaluation. For those ships which operate
with a reduced
manning configuration, the SMORE
evaluation addressed two
primary questions; first, the capability
of the reduced
manning configured ships to perform all
assigned ROCs with
the SRU's on board.
Since the USS SOUTHERLAND is a NRF ship
with reduced manning
configuration (65/35), she was nominated
as one of the
participants in the SMORE evaluations. 10
November 1975
marked the commencement of the evaluation
with a four day
material, administration, supply and
manpower inspection. On
15 November 1975 a 24 hour at sea ORE was
conducted; however,
due to unexpected problems underway the
event was rescheduled
for the following week. SOUTHERLAND is
still undergoing the
SMORE evaluation and will continue to do
so until mid-year
1976.

ACAPULCO MEXICO
On February 24, 1975 USS SOUTHERLAND
(DD-743), USS JOHN R.
CRAIG (DD-885) and USS WICHITA (ADR-1)
were involved in a two
week reserve training cruise to Acapulco,
Mexico with SECNAV
guests embarked.
The mission was to advance the state of
operational readiness
of all three ships, provide shakedown
training services for
the WICHITA and maximize
recruiting/retention and training of
embarked reserves.
The three ships spent a day at sea
hosting REAR ADMIRAL ZEEDA
TORRES, the Mexican Commander Director of
Mexican Naval
studies, Mexican Naval Officers, 12 Mexican
Naval Cadets, and
70 Navy League Guests. Unrep operations,
ASW tactics and
normal underway ship routine were
observed by the embarked
guests. Calls were made to the Commander
of the 8th Naval
Zone, VICE ADMIRAL, H.A. Estrada,
Commander of the 27th Naval
Zone, General E.J. RUITZ and the Mayor of
the city of
Acapulco, Mexico, L.I.A. NAVARRETE.
