RVD: Iowa has used a circle for their state highway shield a long time, which is a shame because their state has a beautiful shape for signs. The state name was easy to add to the remaining space on the sign blank.
From 'Jaguar' James Allen: Keep the circle, but use the Hawkeye from the University of Iowa.

From Albert Calis: Here's my idea -- pure and simple, just like the Minnesota state route shield. State border and state name on the top with a light yellow band,symbolizing Iowa's wheat and corn crops.
