South towards Tennessee, and to Cudjo's Cave. I can only guess that Virginia DOT did not believe as strongly in guardrails as Kentucky DOT did. According to Bill Porter, there were guardrails in the Virginia section of 25-E but not all the way up. They didn't work well anyway. More often than not they just made the wreckage worse.
