Commander Francis came to Whipple from the Office of the
Secretary of Defense where he served as an analyst assigned to
the Asia Division within the Directorate for Planning and
Evaluation. During this assignment from May 1975 to April 1977
Commander Francis conducted comprehensive analyses of
U.S. and allied capabilities and requirements. The results of
these analyses were important in formulating Secretary of
Defense guidance to the Services.
Commander Francis previous staff assignments include duty
on the Chief of Naval Operations Staff as mobility analyst
assigned to the Systems Analysis Division of OPNAV. He has seen
duty on the personal staff of Chairman, Joint Chiefs of Staff as
Administrative Aide and on the personal staff of the Chief of
Naval Operations as the Assistant Secretary to the CNO for JCS
matters.
Commander Francis' previous sea duty assignments include
tours onboard U.S.S. John S. McCain (DDG-36) as Executive
Officer; U.S.S. ST. Francis River (LFR-525) as Commanding
Officer; U.S.S. Frank E. Evans (DD-754) as Engineering Officer;
and U.S.S. Henley (DD-762) as Damage Control Assistant and
Engineering Officer.
Commander Francis received his commission from Officer
Candidate School in Newport, Rhode Island on 13 April 1962. He
is a graduate of North Texas State University receiving a
Bachelor of Arts in Government.
