This is the Philippine Campaign Volunteer Medal. This medal was given to Spanish and Philippine volunteers who participated in the Philippine campaigns of 1896-98. The inscription reads: "A Los Leales Voluntarios de Filipinas" or "To the loyal volunteers of the Philippines."
