As many of you know, Pennsylvania's highways WERE the worst in the country. That's right, you read that correctly, I said were the worst. The latest survey from Overdrive magazine, who bestowed the Commonwealth with that title from 1990 to 1998, ranks Pennsylvania as second worst behind Arkansas.
